It's fine for kids, but not for adults.
I used to buy khakis and khaki skirts there when I was in college. *Gasp, I hate khakis now, but that's besides the point.
Everything for adults that I've seen there lately is just poorly made. Quite frankly, quality of clothes at Forever 21 is marginally better than at Old Navy.
