It really depends on her style and figure. Stores like JCrew are pretty preppy and has some conservative styles. So does Banna Republic.
But in general, Ann Taylor is a bit more conservative and would be appropriate for an older person. But personally, I think it's mostly business casual.

Lane Bryant is pretty well known for plus sizes
A larger department store that has both plus sizes and older fashion is JC Penny. There's one in the Queens Center Mall
Just as a suggestion, you might take a subway ride to the Queens Center Mall in Rego Park and the small mall (Queens Place Mall) right adjacent to it. They have just about all that stuff. A bit further down is also the Rego Center where there's a Marshalls, Kohl's, TJ Maxx and Sears.

With the SAME merchandise. Their selection sucks. Most of it is for women 50+ since a lot of the older Japanese women who are married to ex-military members shop there.
There are a ton of clothing stores off base of course, but since I'm significantly larger than the average Japanese woman they very, very, very rarely have anything in my size.
